eSalba / SALBAR — Offline-first emergency continuity for LGUs
The story
When disasters knock out mobile data, emergency reports still need to reach local government. That's the problem we kept building toward.
SALBAR started at the first Naga Mayoral Hackathon (Feb 2026): an offline-first emergency health protocol designed for when internet, power, and "smart city" systems fail. With qtr.zip, we placed in the Top 5 of 200+ teams and were flagged for post-hackathon LGU incubation.
eSalba grew out of what we learned in Naga — same continuity idea, aimed at LGUs. Capture the report locally, triage it, sync when any connection returns. At the eGovPH Hackathon 2026, QTR.ZIP landed in the DICT Top 10; the team later received a ₱100,000 finalist grant.
I build this line with qtr.zip (Co-Founder & Business Lead) — proving that civic tech can stay useful when the network doesn't.
