SALBAR

An offline-first emergency health protocol designed to keep working when the internet, power and “smart city” systems fail.
Type Software projectYear 2026
Outcome Top 5 of 200+ teams at the first Naga Mayoral Hackathon; flagged for LGU incubation

The story

Emergency health guidance has to stay usable when connectivity and power drop, which is exactly what disasters and city-wide blackouts create. We designed flows that work offline first, then sync when the network is back.

Grateful for my team, qtr.zip, and to the Naga City Government and Mayor Leni Robredo for hosting the event.

What came of it

We didn’t win the crown, but we didn’t leave empty-handed: from 200+ teams we made the Top 5, and SALBAR was flagged for post-hackathon incubation toward LGU deployment. Next is seeing what it would take for an LGU to actually use it.
